Nobeoka City Hall

設計コンセプト

At Nobeoka City Hall, the plan was based on five basic policies: improvement of citizen services, pursuit of universal design, environmental symbiosis based on passive design, enhancement of disaster prevention base functions, and maintenance as a base for town development.

One of the major features is the response to the tsunami. In the event of a massive Nankai Trough earthquake, a large tsunami is expected to arrive 20 to 30 minutes later. Therefore, we adopted a middle-rise seismic isolation structure (first-floor column head) to cope with the rupture of the seismic isolation device due to the tsunami. In addition, the 1st floor has an SRC structure that resists tsunami waves, and a seismic isolation device is installed between the 1st and 2nd floors, ensuring 1.5 times the tsunami resistance of the seismic isolation device. The floor configuration is such that there is no basement, and the machine room for the core equipment (heat source, electricity, etc.) is installed on the top floor (8th floor), and the central function such as the disaster response headquarters room is on the 5th floor.
