19 20２つ目は、「新しいパブリックのあり方」です。建築・都市、さらには地球環境は、そこに関わるすべての人々に開かれた公共資産といえます。また、それら運営や運用の仕方・組織、さらには、まちづくりの方針等を含む社会システムは、すべてパブリックという概念に含まれると考えます。これまで日本では「公共施設整備」＝「国や地方自治体が整備・運営する施設」ということが当たり前になっていましたが、近年、PFI（プライベート・ファイナンス・イニシアティブ）・PPP（パブリック・プライベート・パートナーシップ）、さらにはタウンマネジメント・エリアマネジメント等の新たな仕組みが登場し、今後は官民が一体となって相互のノウハウを発揮し、良質なパブリックを形成する時代になると考えます。私達は公共施設の設計を得意とし、これまで数多くの施設を手掛けてきました。そこで蓄積したノウハウを活用し、官と民間事業を効果的につなぎあわせることで「新しいパブリック」を提案していきます。+1 PUBLICTHE SECOND DEVELOPMENT ZONE in THE UMEKITA AREA CompetitionOur second vision is for new public scheme.Architecture, cities, and the environment arepublic assets for everyone that is there. The publicparadigm encompasses the social systems for theseassets, including their operations, approaches, andorganizations, as well as urban development policies.In Japan, public facilities development andmanagement has traditionally been the remit ofthe state and regional government bodies. Recentyears, however, have seen the emergence ofsuch vehicles as private finance initiatives, publicprivatepartnerships, town and area management,etc. We believe that the years ahead will see morecollaboration between the public and private sectorsto share their expertise in producing quality publicinfrastructure and space.We have a wealth of experience and a strong trackrecord in public facilities design. We aim to leverageour expertise in working efficiently with privateenterprises to create new public scheme.
